This Laws Index has three parts that contains direct information about 737 Proclamations and 264 Regulations Published on Federal Negarit Gazeta from August 21, 1995 to April 20, 2012.

Introduction

Consolidated Laws of Ethiopia is used to be published until 1973 by the now Addis Ababa University, Law Faculty. The Publication of the Consolidated Laws is not resumed until now. Thus, it is difficult to identify easily the effective laws among the laws published from 1995 onwards let alone those published before that.

This is a big challenge for judges to render decisions quickly or for attorney or addvocates to prepare pleadings, write opinions, give advice or for researchers to conduct their research. The objective of this Laws Index intends to minimize such challenges and problems.

This Laws Index has three parts that contains direct information about 737 Proclamations and 264 Regulations Published on Federal Negarit Gazeta from August 21, 1995 to April 20, 2012.

Part One of this Index contains lists of currently effective legislations in alphabetical order. It also contains information about Amendments and Corrections if any. Although the Revised family Code and the Penal Code of 1996 are Published in special issues the information about these legislations is also included in this Laws Index.

Part Two contains lists of all laws except those legislations listed in Part Three. Accordingly, Part Two contains information about the status of the legislations i.e. whether it repeals or amends another legislation or whether it is repealed or amended by other legislations.

Part Three contains lists of ratification proclamations of Conventions, Protocols, Charters,Loan, Credit, Finance Contract, Debt relif ,Bilateral agreement etc. which Ethiopia is a signatory. Besides, Budget Proclamations and Corrigendums of the legislations are also included.

All Regulations, except two are enacted by the Council of Ministers. Although each Regulations should have been referred to as "Council of Ministers Regulation" just for the purpose of short listing, they are simply listed as "Regulation" The two Regulations that are published in the Federal Negarit Gazeta are 5th Year,No.38,Reg.No.2/1999 that is issued by the National Election Board and 16th Year,No.56,Reg.No.4/2010 that is issued by the House of Peoples Representatives.

This Index includes all legislations published in Federal Negarit Gazeta and made available for sale by Birhanena Selam Printing Enterprise. However, three Proclamations repealed before Publication i.e. 2ndYear,No.16,Proc.No.28/1996, 3rdYear,No.48, Proc.No.84/1997 and 13th Year,No.10, Proc.No.510/2006 are also included in the Index. On the other hand, it could be due to error occurred in numbering of the legislations, the following unpublished are not included in this Index, i.e 4th Year, No.37, Proc. No.111/1998, 5thYear, No.28, Proc.No.148/1999, 5thYear,No.53,Proc.No.170/1999, 6thYear,No.17,Proc.No.188/1999, 6thYear,No.31, Proc.No.201/2000,6thYear,No.32,Proc.No.202/2000,13thYear,No.38,Proc.No. 532/2007 and Reg.1 and 3.

An effort is done to produce this Index with absolute correctness. He worked single handedly and managed to prepare and publish a bilingual index for the federal laws that are published on the official negarit gazeta. What is more, he intends successive annual supplements of the index. His bold and courageous venture provides a badly needed research tool to judges, lawyers, researchers and law students. ….. It is obvious that such a tool is one which all lawyers cannot afford not to have.

Ato abdella took the initiative of preparing an index to all federal legislations promulgated between August 21, 1995 and April 20 2012. This is, indeed, a commendable job useful to judges, prosecutors, in-house legal advisors, private practitioners, academicians and researchers.

I hope Ato abdella will keep on with his indexing project and we will see similar works in the future.His work deserves an appreciation.

Abdella Ali was born in Ethiopia, 12 March 1962, and has followed his elementary education in Academic Studies, Assela Elementary School, his secondary school in Technical Education, Assela Comprehensive Secondary School, Diploma and his higher education in Addis Ababa University, and graduated in Faculty of Law, with LL.B Degree

Abdella Ali attended the Human Rights and International Humanitarian Law Seminary Course, Organized by Ethiopian Red Cross Society and others, in Addis Ababa, getting a Certificate in 02/21/92. From 03/30/92-05/08/92, he attended Advanced International Program on Human Rights, Raoul Wallenberg Institute, Lund University, Sweden, and graduated with a Diploma and from 08/19/96-09/06/96 he took the Training of Trainer's Course for Training of Regional Judiciaries in Addis Ababa and got a Certificate of Training.
